In 1940s Shanghai, a wannabe gangster with no real talent attempts to join the notorious Axe Gang. His clumsy attempt to impress them inadvertently draws the gang into a conflict with the residents of a poverty-stricken housing complex. The slum's unassuming residents turn out to be retired martial arts masters.
