In a futuristic, hedonistic society, citizens live a life of pleasure but are required to die at the age of 30 in a ritual called "Carousel." A law enforcement officer known as a "Sandman" who hunts down those who try to escape their fate begins to question the system. He and a companion decide to run for their lives to find a mythical place called Sanctuary.
