A maverick San Francisco police inspector with a contempt for rules is assigned to track down a psychotic sniper who calls himself "Scorpio" and is terrorizing the city. The killer engages in a twisted game, demanding ransom to stop his random murders. The inspector's ruthless and unconventional methods are the only effective weapon against the madman's reign of terror, but they constantly put him at odds with his by-the-book superiors, who are more concerned with procedure than with stopping the killer.
